When you upgraded the system to Sierra the only version of iPhoto that will work is iPhoto 9.6.1. However, in order to obtain that version you must have downloaded some version of iPhoto 9 from the App Store prior to the system upgrade.
I have a Mac with OS 10.6.8 I have iphoto v 9.2.1, although when I go to get information the version information is blank. When I try to open iphoto I get the message 'You can't open the application i. A lot of my stuff is saved in Google Drive, so for the most part I was ok, but one really annoying thing is that iPhoto was no longer on my computer, which I use quite a bit. I went to the App Store to re-download it, but it said you need OS X 10.10 to download iPhoto. And my computer doesn't support any OS past 10.7. So I'm kind of stuck.
What version of iPhoto do you have and from what system version did you upgrade from.

Go to the App Store and check out the Purchases List. If iPhoto is there then it will be v9.6.1
If iPhoto 9.6.1 is there, close the App Store, drag your existing iPhoto app (not the library, just the app) to the trash and then go back to the App Store.
Install the App from the App Store.
Sometimes iPhoto is not visible on the Purchases List. it may be hidden. See this article for details on how to unhide it.

iPhoto the application and the iPhoto Library are two different parts of the iPhoto programme. So, reinstalling the app should not affect the Library. BUT you should always have a back up before doing this kind of work. Always.

NOTE: the key to this procedure is to move the existing version of iPhoto 9 to the Trash bin in the Dock (don't empty yet) before going to the App Store.
